FIA: All F1 Teams Within 2024 Cost Cap, Minor Procedural Breach for Aston Martin

The FIA has confirmed that all ten Formula 1 teams complied with the 2024 Financial Regulations, with only Aston Martin registering a minor procedural breach.

The governing body’s Cost Cap Administration (CCA) spent seven months completing its review of financial submissions from every F1 team and all five Power Unit manufacturers.
According to the FIA, the process was “thorough and intensive,” reflecting the complexity of both the regulations and the technical nature of team spending, especially in areas tied to research and development. The CCA stated that all teams and engine suppliers “acted in a spirit of good faith and co-operation throughout the process.”

Aston Martin signs Accepted Breach Agreement

The CCA identified a procedural breach by AMR GP Ltd, the operating entity for Aston Martin’s F1 team, but confirmed it did not exceed the cost cap limit. The FIA described the issue as “of a very minor nature,” caused by “unpredictable circumstances outside the control of the team.”
To resolve the matter, Aston Martin and the FIA entered an Accepted Breach Agreement (ABA) on 29 September 2025. No financial or sporting penalties were imposed.

All Power Unit manufacturers also compliant

The FIA confirmed that all five Power Unit manufacturers supplying engines for the 2026 generation — including Ferrari, Mercedes, Red Bull Powertrains, Honda, and Audi — were found to be fully compliant with the 2024 regulations.
Introduced in 2021, Formula 1’s Financial Regulations were designed to ensure long-term sustainability and closer competition across the grid. A separate cost cap for Power Unit manufacturers came into effect in 2023 to regulate spending on the next-generation hybrid power units.
The FIA noted that despite efforts to accelerate the review process, delays can occur due to the complex nature of assessing technical expenditures and accounting treatment. The CCA reaffirmed that its timeframe is consistent with those seen in other major international sporting competitions.

The Cost Cap Administration is responsible for enforcing the Financial Regulations, with the authority to investigate and, when necessary, launch full inquiries into suspected non-compliance.
For breaches, the CCA can issue financial or sporting penalties, depending on severity. Minor overspend breaches (below 5% of the cost cap) may result in financial or minor sporting sanctions, while major overspends (above 5%) carry mandatory Constructors’ Championship points deductions.
The FIA’s announcement confirms that, for the 2024 season, Formula 1’s financial integrity remains intact — a welcome outcome as the sport continues to expand under the cost cap era.
